It is still a misleading label. The unstated cost is usually somewhere else: a 2–3% FX margin on every non-USD swipe, a crypto-to-fiat conversion fee on top-up, an ATM withdrawal cost that resets every transaction, or a load-fee on the first $200 you put on the card each month.
